Major Duties
The duties and responsibilities are grouped into categories. Assistant Director duties include, but are not limited to:
PROGRAM MANAGEMENT:
Assists with providing program oversight and accountability for the performance of employees, the safety of children, and customer needs.
Assists with the collection and maintenance of up-to-date statistical data for planning and reporting purposes for higher headquarters and statutory requirements and to maximize spaces and ensure that resources accommodate the needs of command personnel.
Assists with the development, implementation and analysis of surveys and needs assessments of staff and patrons to ensure appropriate programming and hours of operation.
FINANCIAL AND FACILITY MANAGEMENT:
Operates the program in compliance with internal control standards.
Assists with the preparation and execution of Appropriated fund (APF) and Nonappropriated fund (NAF) budgets. Conducts written analysis of budget variances as necessary.
Assists with the development of the capital budget to include facility sustainment, restoration, renovation and maintenance; equipment; furniture and fixture life cycle replacement; and curriculum updates.
Assists in managing the purchases of supplies, travel, training, contracted services, and capital expenditures.
Tracks and analyzes income and expenditures and assures accounting of all funds and assets. Assists with the collection, accurate accounting, and reporting of funds received from patrons. Ensures staff is properly trained in cash handling procedures to include collecting, recording and deposition all fees/charges.
Ensures standards are maintained for facility condition, safety and sanitation.
Initiates and tracks work requests, coordinating and seeking approval for facility needs from routine maintenance to major renovation or construction. Interfaces routinely with the support proponent(s) for facility maintenance, repair, and modernization and provides oversight of routine maintenance and renovation.

Conducts written observations of assigned staff during all hours of operation and evaluates employees on established performance standards (midterm and annual performance reviews).
Initiates and implements personnel actions and supports the CYP management team to assure quality related to selection, assignments, training, promotions, disciplinary actions, and recognition of employees and volunteers.
Collaborates with the Training and Curriculum Specialist to identify employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance.
Recommends awards when appropriate and approves within-grade increases.
Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements.
Addresses potential disciplinary and/or performance issues in a timely manner and takes appropriate, corrective action(s) as necessary.
Gives advice, counsel, or instructions to support and administrative staff on both work and administrative matters. Actively supports the principles of the Equal Employment Opportunity (EEO) program and prevention of discrimination, harassment, and reprisal.

PROGRAM OPERATIONS:
Gives input into the development of CYP standard operating procedures (SOPs) as required for the efficient operation and management of facility and programs. Ensures implementation of these SOPs.
Assesses and revises policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work.
Ensures that available program spaces are fully utilized. Works collaboratively with the staff maintaining the waitlist to ensure vacancies are filled quickly.
Provides oversight to the kitchen staff of the USDA food program requirements, maintenance of records, portions, cost cards, and proper serving and storing of food. Ensures compliance with applicable USDA, Service and food program policies and standards for proper composition of meals; ordering of food; proper preparation and storage of food.
Spot checks inventories and daily consumption figures.
Assists the Y&T Director in ensuring menus are executed in accordance with guidelines.
Performs facility walk throughs to determine compliance with State and Federal USDA regulations.
Interacts with installation civilian and military personnel, CYP Directors, APF and NAF employees, volunteers, supervisors, Family Child Care Providers, children, youth, parents, and on and off installation support agencies. Contacts with the military community and agencies are to coordinate available activities for the children/youth as well as to promote the cooperation and collaboration of the groups.
The incumbent serves as a liaison with service providers and has other contacts with members of the public, individually or in groups, to include members of national and local early education councils, local school districts, local civic volunteer groups or advisory groups.
CHILDREN WITH DISABILITIES AND OTHER IDENTIFIED NEEDS:
Ensures inclusive programming for children and youth with special needs are implemented within current policy. Ensures CYP staff adheres to policy requirements related to accommodations and specials needs, such as medication administration, acute health related conditions, behavior management, and special dietary restrictions or needs. Ensure staff follows written procedures to prepare and administer medications to include rescue medications in accordance with medical action plans and other regulations. Ensure staff monitors, records, and reports medically undocumented reactions to the supervisor and parents.
Ensures direct care staff use written observations, detailed notes, and knowledge of targeted and individualized behavior strategies to inform behavior support plans, provides recommendations to the IAT, and follows Individualized Family Service Plan (IFSP) (if applicable) and Individualized Education Program (IEP) (if applicable) for appropriate care of children and youth with special needs.
Communicates with parents about available resources including parenting training, counseling services, developmental-behavioral issues, and developmental milestones. Assists in creating an intervention plan addressing behavior or learning challenges.
SAFETY/COMPLIANCE:
Ensures facility complies with health, fire, safety, USDA, and program regulatory guidance and standards.
Evaluates operations against DoW safety criteria and applies technical guidance to correct deficiencies.
Identifies and responds to emergency situations including evacuations, child/youth illness, and physical and emotional needs.
Plans for, recognizes, and handles emergencies to ensure the safety and supervision of children, youth, self, and others.
Ensures CYP staff follow health and safety standards when performing diapering, toileting, hand washing, cleaning/sanitizing/disinfecting surfaces and materials, food service, safe sleep practices, and caring for ill children/youth. Observes program participants and identifies signs of illness, abuse or neglect, emotional distress, and follows mandated reporting protocols.
Reviews, ensures clarity of, completes, and submits accident/incident report documentation, as required.
Operational guidelines include but are not limited to the Military Child Care Act, applicable DoW and military Service Instructions as well as Federal, State, and local laws.
The incumbent must use judgment in interpreting and adapting program policies, regulations, and procedures to ensure effective implementation in support of program goals and objectives.
Ensures CYP staff collect, maintain, and report program participation data.
In conjunction with the Y&T Director, ensures compliance with standards, criteria, and laws to obtain and retain DoW certification and national accreditation. Assists with taking action to implement recommendations or correct deficiencies resulting from inspections or accreditation visits. Assists with preparing responses to inspection reports.
Ensures that all staff know and follow safety procedures and comply with health, fire, safety, facility, and program regulatory guidance and standards.
Ensures required inspections are conducted by health, safety and fire officials.
Monitors cleanliness, sanitation, health, fire and safety standards in the designated facilities, play areas, playgrounds, outdoor areas, and surrounding areas of responsibility.
In conjunction with the Y&T Director, ensures completion of a daily facility walk though. Follows up on corrective action for identified deficiencies and prepares and forwards applicable responses and reports.
ADDITIONAL RESPONSIBILITIES:
Physical Demands/Work Environment
The incumbent is required to have mobility necessary to ensure safety of children and youth and engage in repetitive actions such as walking, standing, bending, stooping, and sitting on the floor.
The work involves everyday risks or discomforts which require normal safety precautions typical of a wide variety of child and youth activities, programs, and services, such as exposure to disease or injuries.
The incumbent must have the visual and auditory capabilities to supervise children and youth, to comply with sight and sound supervision requirements and to provide immediate responses when applicable.
The incumbent must communicate effectively in English, both orally and in writing to communicate with CYP team and customers, prepare reports and plans, and document observations.
Majority of the work is performed in the CYP facility, including classroom settings, activity areas, and outdoor areas, with occasional indoor and outdoor field trips.
Duties may involve working both indoors and outdoors. Classrooms and office areas are adequately lighted, heated, and ventilated. The incumbent may work an uncommon tour of duty to include evenings and weekends to accommodate varying program operating schedules.
Performs other duties as assigned.
Qualifications
REQUIRED EXPERIENCE:
Minimum of 18 months' experience working in group programs with children/youth as well as demonstrated knowledge in theories and principals of child/youth development. Experience must demonstrate the ability to lead junior staff in the accomplishment of work. Must be able to lift and carry children and objects up to 45lbs independently and over 45lbs with assistance.
REQUIRED EDUCATION:
Bachelor's degree or advanced degree in youth development, elementary or secondary education, family and consumer science (human development emphasis), special education, or other fields appropriate to the position.
OR
A combination of education and experience (e.g. courses equivalent to a major in a field (24 higher level semester hours) appropriate to the position (see above) plus appropriate experience or additional course work that that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above.
Must be able to obtain and maintain TIER-1 Child Care (CNACI) background checks which are required for positions that involve working with children under 18 years of age. Must pass a pre-employment physical and annual physical, thereafter, provide evidence of immunization and be free from communicable disease. Must complete all DoW training requirements within the specified time including orientation, initial, DoW Standardized Module Training, and annual ongoing training requirements, and required certifications, if any. Must maintain current food handlers, CPR and First Aid certifications. May be required to obtain a government driver's license. Ability to communicate effectively in English, both orally and in writing, and possess strong interpersonal communication skills.
Must have the ability to use Microsoft Office Suite.
