General Travel Operations Manager (旅行サービス手配業務取扱管理者)Position Objective
Ensure the effective planning, coordination, and supervision of the company's travel operations in Japan, guaranteeing compliance with quality standards, operational efficiency, and all regulatory requirements applicable to travel agencies. The position is responsible for strengthening relationships with business partners and strategic suppliers while serving as the technical manager responsible for the travel agency license in accordance with Japanese regulations.
QualificationsEducation
Bachelor's degree in Tourism, Business Administration, International Business, Hospitality Management, or a related field.
Experience
- Minimum of 3 years of experience in travel operations, travel agencies, Destination Management Companies (DMCs), tour operators, or tourism-related businesses.
- Experience coordinating suppliers, tour operators, and ground transportation services.
- Experience in commercial negotiations and tourism product development.
- Previous experience with a licensed travel agency in Japan is preferred.
Certifications
- Required: Valid Japanese certification as 旅行サービス手配業務取扱管理者 (Travel Service Arrangement Manager), or any certification required under Japanese law to perform the corresponding regulatory function within a travel agency.
Languages
- Japanese: Native or Advanced.
- English: Advanced.
- Spanish: Preferred.

Key Responsibilities
- Manage relationships with tour operators, suppliers, and strategic business partners by developing efficient processes for operating tours and travel experiences.
- Identify new business opportunities in collaboration with the Operations Manager and commercial partners.
- Build long-term business relationships with key operators and suppliers by conducting regular performance evaluations and promoting continuous improvement initiatives.
- Coordinate the daily operation of tours, transfers, attraction tickets, travel experiences, and other tourism services.
- Confirm reservations with suppliers, verify availability, manage last-minute changes, and ensure the accurate issuance of operational documentation.
- Prepare bus utilization forecasts to optimize costs while maintaining healthy contribution margins.
- Develop tour guide allocation forecasts to achieve an optimal balance between operational efficiency and profitability.
- Monitor operational calendars, allotments, release deadlines (cut-off dates), passenger lists, and operational documentation.
- Manage operational incidents before, during, and after service delivery by implementing timely solutions and documenting corrective actions.
- Serve as the regulatory manager associated with the 旅行サービス手配業務取扱管理者 certification, ensuring compliance with all applicable Japanese travel agency regulations.
- Ensure that operational processes and internal documentation comply with licensing requirements and current regulations.
- Support internal audits, regulatory inspections, and the maintenance of administrative documentation related to travel operations.
- Coordinate with executive management regarding any significant operational, product, or organizational changes that may affect regulatory compliance.
- Monitor compliance with internal quality, safety, customer service, and operational standards by both internal staff and external suppliers.
- Develop, update, and implement operational manuals, procedures, and incident response protocols, ensuring they are effectively communicated and consistently followed by guides, suppliers, and employees.
- Monitor operational performance indicators and recommend initiatives to improve efficiency, service quality, and customer satisfaction.
- Evaluate supplier performance using quality, punctuality, compliance, and customer satisfaction metrics.

Annual Salary: JPY 4,000,000–4,500,000
Standard Working Hours:
5 days per week, from 10:00 a.m. to 7:00 p.m., with a 1-hour lunch break.
