Position Title: Contract Maintenance Manager (CMM)
Area of Requirement: MCAS Iwakuni, Japan
Scope of Position: Oversees all O&M services at NMRTU Iwakuni MTF and satellite clinics, ensuring every task order—from routine PM to emergency repair—is executed on time, within budget, and in compliance with TJC, NFPA, UFC, OSHA, host-nation codes, and PWS mandates. The CMM serves as the senior liaison between medical leadership, safety, infection-control, and facility-management stakeholders.
Tasks and Capabilities Required:
- Program & Plan Development:
o Author and maintain the Facilities Operation & Maintenance Plan (FOMP) and Accident Prevention Plan (APP), integrating base-specific hazards.
o Develop tiered response matrices for Emergency (<1 hr), Urgent (<5 days), and Routine (<30 days) work orders.
- Team & Subcontractor Leadership:
o Direct cross-trade teams (mechanical, electrical, plumbing, HVAC, medical gas, special systems), ensuring appropriate skill matching and training.
o Manage subcontractor performance, enforce SOW compliance, and adjudicate performance disputes.
- Service-Order Lifecycle Management:
o Oversee intake of work requests via DMLSS; verify AHAs; assign qualified personnel; conduct post-job inspections; close-out in CMMS with complete documentation.
- Governance & Coordination:
o Convene monthly governance boards with COR, Facility Operations Specialist, Infection Control, and Safety Committee members.
o Deliver performance-metric dashboards covering KPI trends, cost variances, and contract modification forecasts.
o Analyze failure-mode data to recalibrate PM frequencies; pilot reliability-centered maintenance trials; champion energy-efficiency and sustainability initiatives.
Mandatory Experience and Certifications:
- Minimum 3 years in business-occupancy medical-facility O&M and 5 years supervising multi-trade teams in commercial or government infrastructure.
- Demonstrated mastery of TJC survey processes, NFPA, OSHA, EPA, UFC, and Japanese regulatory regimes.
- English proficiency Level III; Japanese proficiency Level III preferred.
