Position Title: O&M Program Review Team Leader
Area of Requirement: MCAS Iwakuni, Japan
Scope of Position: As the prime contractor’s single point-of-authority for the O&M Program Review (OMPR) under TE-OS-A.0, the Team Leader designs and executes the end-to-end review process for all RPIE assets. This includes establishing review governance, aligning government and contractor SMEs, and ensuring deliverables meet DoD/DHA standards. The Team Leader chairs all key milestone meetings (Kick-Off, 50%, 90%), drives corrective-action resolution, and integrates lessons learned into the Preventive Maintenance (PM) program.
Tasks and Capabilities Required:
- Work Plan & Resource Management:
o Build detailed OMPR master schedule with task breakdowns, milestone dates, and resource-loading charts.
o Allocate labor, tools, and materials to meet government deadlines and budget constraints.
- Stakeholder Coordination:
o Convene weekly coordination calls with DHA-FE, COR, base engineers, and subcontract leads to validate scope and resolve issues.
o Facilitate site walk-downs, capture SME feedback, and document variance requests.
- Data Integrity & System Integration:
o Oversee mapping of legacy RPIE records to RPSS nomenclature; ensure bi-directional traceability in DMLSS.
o Validate data-entry accuracy through batch reconciliations and exception-report reviews.
- Labeling Quality Management:
o Author label-format specifications; approve QR-code symbology, font sizes, and adhesive types.
o Supervise field teams in label placement—verifying position tolerances and environmental durability.
- Progress Reporting & Corrective Actions:
o Prepare and distribute formal status reports, risk-register updates, and earned-value analyses at each review milestone.
o Lead root-cause analyses for any schedule or quality shortfalls, drive CAPA tracking, and ensure closure before subsequent milestones.
Mandatory Experience and Certifications:
- Minimum 3 years leading O&M program reviews or CMMS data migrations in DoD or DHA environments.
- Deep working knowledge of TE-OS-A.0 requirements, RPSS Reports, DMLSS/FN procedures, UFC, NFPA, OSHA, and EPA regulations.
- Fluent in English (read, write, speak).
Preferred/Desired Certifications:
- ASHE Certified Healthcare Facility Manager (CHFM)
- DMLSS-FM System Administrator Certification
- Lean Six Sigma Green Belt
