Position Title: Safety & Health Officer (L1 SHO)
Area of Requirement: U.S. Naval Hospital Yokosuka, Yokosuka Naval Base; Naval Air Facility Atsugi; Camp Fuji; Commander Fleet Activities Sasebo and Hario Family Housing, Japan
Scope of Position: As the primary site safety authority, the L1 SHO develops and enforces the Accident Prevention Plan (APP), conducts hazard assessments, and ensures all O&M activities comply with EM 385-1-1, OSHA, and MTF Environment of Care standards. Tasks and Capabilities Required:
- Program Development & Oversight:
o Draft, submit, and update the APP and Site-Specific Addenda per Attachment 10.0.
o Designate and assign alternate SSHOs and Competent Persons for high-risk tasks.
- Hazard Analysis & Training:
o Lead Activity Hazard Analyses (AHAs) for each assembly category in the RPIE inventory.
o Coordinate quarterly safety-meeting topics and document attendance per OSHA/TJC.
- Incident Investigation & Reporting:
o Respond to all accident or damage incidents, secure scene, and prepare written reports within 24 hours.
o Track OSHA DART and EMR rates for prime and subcontractors; submit compliance proofs.
o Conduct regular safety audits of field activities, enforce corrective actions, and brief COR/FM on findings.
Mandatory Experience and Certifications:
- OSHA 30-hour training card plus 24 hours SOH refresher training every three years
- Five (5) years’ cumulative safety experience managing SOH programs on similarly complex projects
- Competency with EM 385-1-1 requirements for L1, L2, and L3 SSHOs Preferred/Desired Certifications:
- Certified Safety Professional (CSP) or Associate Safety Professional (ASP)
