Leidos is looking to hire a Senior Programmer in Iwakuni, Japan to join our SMIT team. As a Senior Programmer under the Leidos SMIT contract, you will serve as a technical lead and subject matter expert (SME) for the Navy-Marine Corps Intranet (NMCI) modernization effort. You will oversee the design, implementation, and security of web-based solutions that manage personnel readiness, access permissions, and automated workflows. By bridging the gap between legacy C# applications and modern Power Platform cloud solutions, you will provide government stakeholders with enhanced visibility and data-driven decision-making capabilities while ensuring 100% compliance with Department of Defense (DoD) cybersecurity standards. The candidate must possess robust competencies across the Microsoft Azure ecosystem, specifically focusing on Power Platform application development. Success in this role requires a synthesis of scalable architecture, strict adherence to Role-Based Access Controls (RBAC) for securing Controlled Unclassified Information (CUI), and user-centric design to ensure resilient and efficient administrative capabilities.
SMIT is the largest IT services program for the Navy. Under the Service Management, Integration, and Transport portion of NGEN-R, the Leidos team will deliver the core backbone of the Navy-Marine Corps Intranet, including cybersecurity services, network operations, service desk, and data transport. Ultimately, Leidos will support the Navy in unifying its shore-based networks and data management to improve capability and service while also saving significant dollars by focusing efforts under one enterprise network.
Key responsibilities include, but are not limited to:
Design, develop, and sustain web-based, multi-user business systems supporting personnel training audits, schedules, access permissions, workflow tracking, operational reporting, and enterprise process automation.
Develop and manage Microsoft Power Platform solutions, including Power Apps, Power Automate, Power BI, SharePoint Online, and Microsoft Dataverse, to support collaborative tools, dashboards, automated workflows, and structured data management.
Build responsive Canvas and Model-driven Power Apps with workflow-focused user interfaces, role-specific views, and Section 508 accessibility considerations to improve usability and adoption.
Develop customized reports, dashboards, user-friendly views, and operational data interfaces using Power BI, SharePoint Online, HTML, CSS, JavaScript, JSON, and related web technologies.
Develop, enhance, and maintain C# applications using .NET and ASP.NET frameworks, including extensible search capabilities, advanced analytics, event/history tracking, audit trails, and reporting functions.
Architect and manage SharePoint Online lists, document libraries, metadata structures, permissions, and integrations to support Power Apps, automated workflows, reporting, and secure collaboration.
Implement role-based access controls using Microsoft Entra ID security groups, SharePoint Online permissions, Dataverse security roles, Data Loss Prevention policies, and environment-level security controls.
Support application lifecycle management, configuration management, version control, Dev/Test/Prod environment separation, technical documentation, cybersecurity compliance, STIG alignment, troubleshooting, end-user training, and stakeholder collaboration.
Basic requirements:
US Citizen with an Active DoD Secret clearance.
10-12+ years of relevant experience in software development or systems architecture
Must currently possess IAT III and ITIL Foundations certifications.
Bachelor’s degree in Computer Science, MIS, Business, Information Technology, or a related field (Relevant experience may be considered in lieu of a degree).
Must have proficiency in Power Apps (Canvas and Model-driven), Power Automate, and Power BI. Experience leveraging Azure services such as Logic Apps and Azure Functions for complex integrations.
Expertise in Application Lifecycle Management (ALM), Power Platform Solutions management, environment routing (Dev, Test, Prod), and strict version control.

Pay Range $107,900.00 - $195,050.00
