Facilities Asset & Operations Manager (施設運営・資産管理マネージャー)は、Citi日本における施設運営、資産管理、および職場環境の維持・改善を担う重要なポジションです。東京を中心とした国内ポートフォリオの運営管理、設備投資プロジェクトの推進、ベンダーマネジメント、ならびに各種法令・規制対応を通じて、安全で効率的かつ高品質なワークプレイス環境の実現をリードします。
社内の事業部門やコーポレート機能(Technology、HR、Security等)、ならびに地域・グローバルの関係者と連携しながら、施設運営に関する課題解決や継続的な改善を推進していただきます。施設管理に関する専門知識と高いコミュニケーション能力を活かし、日本における事業運営を支える重要な役割を担います。
In this role, you’re expected to:
- Reporting to the RES (Real Estate Services) Country Head, the Facilities Asset & Operations Manager will be responsible for the management of day to day building operations across the Japan portfolio and for the timely and cost-effective delivery of capital improvement projects.
- Responsible for the day-to-day operations of all Citigroup facilities in close consultation with customers and other key stakeholders.
- Serves as a key point of contact for business partners and external stakeholders regarding facility and workplace requirements.
- Working closely with Building Managers, Local Council and Regulatory bodies on all asset management activities but especially to lease obligations and building resilience.
- Periodically inspect facilities and ensure proper operation and management of all building systems. Responsible for obtaining all necessary building or equipment related licenses and permits. Ensure timely reporting and updates to Citigroup Insurance Risk Management (CIRM) and any local insurance on all matters relating to building and premises coverage.
- Manage, controls, analyzes and forecast expense for the assigned facility. Assist in managing operating and capital budgets and support financial reporting and forecasting activities.
- Plan, develop and implement strategies to maximize the value of assets; to ensure effective operation of the buildings infrastructure to fully support the business operating within the portfolio.
- Prepare annual budgets for all Projects, Facility Management, Net Zero capital works and expenses: monitoring expenditure against plan and preparing variance analysis report.
- Act as Quality Manager and ensure outsource service provider delivery on project or preventive facilities maintenance program is maintained and regularly updated as required in accordance with Citi's guidelines in order to maximize equipment efficiency.
- Partner with engineering teams and technical subject matter experts to support the operation, maintenance, and resilience of critical facility infrastructure, including electrical, mechanical, cooling, and life-safety systems.
- Oversee preventive maintenance programs and operational readiness of critical building systems, ensuring compliance with corporate standards, regulatory requirements, and industry best practices.
- Coordinate with Technology, Engineering, and external service providers to manage infrastructure-related risks, incident response activities, and business continuity requirements.
- Comply with Corporate and Local standards and procedures related to construction, sanitary, fire, energy saving and premises occupation requirements, regulatory permits, critical systems testing and emergency procedures in the facility.
- Inventory management of Citigroup/building assets including reporting to local financial control team and internal & external auditors.
- Manages projects in the country to ensure timescales, specifications, quality and costs are achieved within approved parameters. Site visit and supervision on a frequent basis to review progress and quality of work, and conformity of specifications. Work with the project team in the development of design criteria with architects and to review and analysis of lease conditions / requirements.
- Communicate and collaborate with internal support organizations including Technology, HR, Engineering, and other corporate functions to deliver effective workplace and infrastructure solutions.
- Execute other responsibilities and activities defined in the Department's Organizational Rules and Regulations.
- Support vendor management activities including contract administration, performance monitoring, and service delivery reviews; to include maintenance of approved vendor list, tendering, awarding and monitoring of contracts and any other procurement activity related to the Assets Management function.
- Manages external resources (i.e. architects, engineers, construction crews, etc.) to achieve successful completion of the project.
- Management of all aspects of outsource resources including performance measurement through the development and utilization of Service Level Agreements (SLA) and Key Performance Indicators (KPI)
- Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.

Skills/Experience
- 3-7 years of professional experience in facilities management, corporate real estate, workplace services, engineering operations, or a related field.
- Good working knowledge of practical Health and Safety within the built environment.
- Excellent vendor management within a partnering environment.
- Experience in using Microsoft Office software in a business problem solving context.
- Strong analytical skills. Experience in financial management and budget control.
- Process Review and implementation.
- Project coordination and operational planning.
- Relationship Management.
Language Requirements
- Japanese: Native or equivalent professional proficiency required. Ability to independently communicate with local stakeholders, landlords, regulatory authorities, service providers, and internal business partners in Japan.
- English: Business fluent proficiency required. Ability to effectively communicate with regional and global teams, participate in meetings, prepare reports, and implement global policies and standards.
